Eastport Terrace – Harbour House

‘One Eastport for All’ is the result of a two-year planning process with the City of Annapolis, the Housing Authority of the City of Annapolis, and our planning partner EJP Consulting. Over 1,100 people participated, including existing public housing residents, neighbors, advocates, and city stakeholders. The initiative featured 24 community events including, Young Planners workshops, community open houses and design charettes. Fun and engaging design charettes successfully helped people visualize density and neighborhood development as well as established trust and consensus.

This plan fundamentally builds community. It re-imagines the existing 29-acre dilapidated public housing site into a vibrant mixed-use, mixed-income neighborhood. This redevelopment will construct 722 new workforce and market-rate units including replacement of all 357 public housing units. The new neighborhood will be served by an early learning center, community-serving retail, fitness center, tenant space for social services and heath care providers, a variety of residential amenities, as well as multiple public open spaces. A network of welcoming parks offers passive and active recreation as well as enhanced bio-retention and landscape buffers along Spa Creek. Enhanced pedestrian-oriented streets and greenway trails connect the neighborhood with the Annapolis region. In addition to these physical improvements, the plan identifies partners and programs to assist families overcome the burden of poverty by improving access to healthy food, health care, education, and workforce training.
