East Adams I & II

Hord Coplan Macht is completing design services for the first two phases of the New 15th Ward transformation—an $800 million revitalization to an existing 27-block, 1,000-unit public housing area of Syracuse. The City and Syracuse Housing Authority are seeking $50 million in U.S. Department of Housing & Urban Development (HUD) Choice Neighborhood Initiative (CNI) funds. 

Phase 1 consists of a total of 131 units which includes a multifamily elevator building, a walk-up building, and three groups of 12 three-bedroom-unit townhomes. The four-story multifamily buildings will consist of approximately 119 units—95 units in the elevator building and 24 units in the walk-up.  Existing buildings will be demolished to make room for this phase of the project. 

Phase 2 includes a four-story elevator building for senior residents.  Consisting of approximately 121 units, the building program will offer one-bedroom units with community and amenity spaces on the first floor. The building is intended to be four levels of Type VA wood framed slab on grade construction.  Phase 2 is slated for a vacant parking lot within the existing community. 

Both phases will pursue Energy Star and Enterprise Green Communities sustainability standards.
